He is from Guangdong Province and apparently pursued his singer/artist career at an early age.

He participated in a musical, video-streamed many cover songs, participated in an audition program, appeared in a TV program with his family members, and entered Shanghai Theatre Academy, one of the most prestigious art schools in China.

From internet sources, SM Entertainment found him from the audition program he participated in. SM Ent. got involved in the program.

Although he got eliminated after several rounds, he and SM kept in touch, resulting in him joining SM Ent.

I can find lots of videos on Xiaojun's activities in China in 2017 so speculate he had no time to commit considerable time in Korea in 2017.
He was announced as an SM Rookie in 2018 alongside with Hendery and Yangyang and finally made his debut as a WayV's member in early 2019.
샤오쥔은 2018년에 헨드리, 양양과 함께 SM 루키즈로 공개가 되었고, 2019년에 NCT 중국 서브 유닛인 웨이션브이로 데뷔하게 되었습니다.
Due to the Korean culture ban policy in China, SM had to establish another label in China, called Label V for WayV.

Although his face is not discernible, I pretty certain the guy is Xiaojun because of his physical shape and dance style.
얼굴이 흐려서 잘 안 보이지만, 춤 추는 스타일이나 체형을 봐서는 샤오쥔이 맞는 것 같습니다.

샤오쥔은 대테 언제 케이팝을 배우고 연습했을까요?
Maybe he attended a K-pop dance academy when he was young back in China.
어릴 적에 케이팝 댄스학원에 다녔을 수도 있습니다.
But at the same time, he practiced C-pop and Western pop as well.
하지만 동시네 중국 팝이나 서양 팝도 같이 열심히 공부한 것 같네요.
Even his English is pretty good. His speaking ability is conversational and at least intermediate.
근데 심지어 샤오쥔은 영어도 중급 정도는 되고, 영어로 자기 할 말 다 할 수 있는 것 같습니다.
I read that he studied English speaking for himself.
샤오쥔이 독학으로 영어 스피킹을 공부했다고 본 것 같은데요..
I would say it is almost impossible to self-learn English speaking in China and Korea, where people do not use English at all in life.
사실 한국이나 중국처럼 일상에서 영어를 아예 안 쓰는 나라에서 영어 독학하기 거의 불가능하잖아요.
When I hear about his English on youtube videos, I am fascinated because he is pretty good.
그래서 샤오쥔이 영어로 말하는 것을 들었을 때, 생각보다 너무 잘해서 깜짝 놀랐습니다.
As I guess his actual moving to Korea is in 2018, his Korean is so good as well.
또한 샤오쥔이 2018년에 본격적으로 한국에 온 것을 감안하면 한국어도 꽤 잘하는 것 같습니다.
He must be smart, passionate, and hard-working.
